The GPA appoints ISS as delivery partners for regional security services

The Government Property Agency (GPA) has awarded new security delivery contracts to ISS as part of its Workplace Services Transformation Programme.

The Workplace Services Transformation Programme (WSTP) exists to evolve how the Government’s office estate is managed and operated to fulfil the GPA’s mission to create great places to work for civil servants enabling them to deliver excellent public services.

WSTP is also tackling a change in approach when procuring new services while making savings, and is working to replace national Total Facilities Management contracts with a set of disaggregated regional contracts. These regional
contracts provide a more customer-centric, dynamic and agile delivery model while enabling the GPA to focus on delivering better performance outcomes, aligned to its strategy for space optimisation, data-led decision making and greater flexibility for its customers.

Following a robust and comprehensive procurement process via the Crown Commercial Services Estate Management Services (RM 6168), ISS has been awarded a five-year contract, plus up to two one-year extension options, and will see the company delivering security services to key Government sites across the South and Central regions.

The core security services across all of the sites will include duties such as surveillance and alarm monitoring, visitor management including access control, emergency response, keyholding, patrol teams and car park management with manned guarding.

Martin Burholt, Chief Operating Officer - Government, Healthcare, Education and Infrastructure ISSUK, said: “We are thrilled to be able to continue our valued partnership with the GPA. Creating welcoming, safe and secure working environments is integral in supporting the ‘great places to work for civil servants’ strategy. We look forward to our Placemakers delivering against this ambition across the South and Central regions, contributing to the important levelling up agenda within Government.”

Notes to editors:

The Government Property Agency (GPA) exists to deliver the Government's property strategy. Its mandate includes the Government's office and warehouse portfolios, and the roll-out of the property elements of the Levelling Up agenda and Net Zero initiative.

The GPA combines public sector know-how and private sector expertise with commercial acumen.  It provides a service to central government departments through the management of an integrated and shared estate (currently more than 900,000 square metres) working with commercial partners to deliver property strategies, asset management, property technology, facilities management and security services.

Representing the best covenant in the UK – His Majesty’s Government – the GPA is empowered to drive industry-leading deals, procure the best-in-class suppliers, and hire people that are inspired to deliver some of the most high-profile initiatives on the Government’s agenda.

Through the Government Hubs Programme, the GPA is delivering smart, modern, sustainable and digitally-connected workplaces that focus on supporting productivity and wellbeing.  And its Workplace Services Transformation Programme is introducing regional, people-centred, data-driven facilities management contracts that will support civil servants across the United Kingdom.
